Cyclops' Ricochet Force is always on cooldown — is there a way to get it back faster?

Question

Been playing Cyclops since 8.5 dropped. Love him but Ricochet Force feels awful — I use both charges in a fight and then I'm just left-clicking for ages waiting. Cooldowns feel way longer than any other Duelist. Is this just how he is or is there something I'm not doing?
